This is a breakdown of what the spreadsheet contains;

B3 to D5 contains the cost of each task per worker.

G8 to G10 contains the number of tasks each worker can complete in a given time period.

B13 to D13 contains the total number of workers available per task.

B8 to D10 is the area where we will distribute the tasks to the workers.

B12 to D12 sums rows 8 to 10 to give a running total of workers assigned to each task. The aim of this exercise is to get these numbers equal to the Workers Available numbers immediately below. (These are just basic SUM formulas)

F8 to F10 sums columns B to D to give a running total of tasks assigned to each worker. The aim of this exercise is to get these results equal to the Number of Tasks Per Person numbers immediately to the right. (These are just basic SUM formulas)

Cell G13 gives a total cost of the tasks. The formula for this is;
